Under UK GDPR you can already force most of these companies to erase your personal data within one calendar month. Nobody does it because writing fifteen separate legal letters is tedious. This generates them for you — free, and without ever seeing your data itself.

You cite three articles at once

Article 15 (what do you hold on me), Article 21 (I object to marketing use of it), and Article 17 (erase it) — sent together, to the address in the company's own privacy notice.

They have one calendar month to respond

Not a guideline — a statutory deadline. Silence past that point is itself a compliance failure you can act on.

If they refuse or go quiet, you escalate to the ICO

A documented, dated request with no response is exactly the kind of specific procedural failure the Information Commissioner's Office acts on.
